Although the Federal Funds rate peaked at about 19% for a few hours in the early 1980s, home mortgage rates never exceeded 12%. Even the Federal Funds rate rose above 16% for only a few days. Hardly any home owner or corporation paid more than 12% interest during the Carter years that Republicans like to rave about.
