No, I left the PI in Sept 2010, and returning to the US to go to school. It was farely cheap to live there, but with the Koreans moving in around Angeles City, they really have driven up property values. I lived in Barrio Baretto, just on the city limits of Olongapo. Not much there, mostly girlie-clubs. Had to go down to the Base to shop or Olongapo, about 4 miles via (2) jeepneys. Finally, just before I left my landlady got her ex's Toyota Corolla and would drive me down to the Base, otherwise, I had to backpack in most everything. The new freeway from Angeles to Subic was a big improvement. It's great that you have a family there. I was not into the schmoozing, boozing, and girlie-bars.
I retired in 2007 to the PI (Subic Bay). I traded my Interactive Brokers account from there and paid my taxes as if I had never left the country via my bookkeeper in the US. I grossed about $345K in 2008 and paid about $115K in income taxes.
My rent in Subic Bay (a studio, 16' x 18') was one of the cheaper places with utilities included, about US$345/month. You also have to figure about US$45/month for your tourist visa renewal (up to 2 years without leaving the country). Over 6 months, add $50 for an exit visa.
Many things that a Westerner would want will cost the same as in the US. Rice is cheaper, as are the "local" vegetables. Sour Cream = $2 for a about a cup. Salamis are priced by 100 grams as is meats, so foreign-made salami and cheeses are more expensive than in the US. Consider the PI has a 12% VAT. Consider if you get sick and have to go to a hospital, they will want $$$ up front. I had British Health insurance, 100% paid, with 0 deductible for US$274/month, but probably expect to pay upfront or by credit card. Most foreigners don't carry insurance there. Medicare will not cover you there. For military retired, TRICARE is not so good in the PI.
