1. The problems of two key areas, core technologies in new energy vehicles, as well as infrastructure construction, have not been effectively resolved in China.
2. The central government notice identified 2013-2015 new energy automobile promotion goal: mega-city no less than 10,000, other cities no less than 5,000. The reality is that at the end of 2012 (2009-2012), in 25 cities across the country under the central and local subsidies, the cumulative energy-saving and new energy vehicle sales were 27,432 (including regular hybrid electric bus), in which Hefei city with 5,622 ranked first. Obliviously, new energy vehicle sales over the past three years are not ideal, and then, there is a big question whether the new goal will be reached.
