People buy and sell stocks based on anything including the phases of the moon or unrelated exogenous events, just as they always have. Helps to shake out weak stock holders and offers opportunities to those who prefer to buy low and sell high.

Rightly or wrongly GBX has been bounced around by oil prices.
Stifel is talking about the effect of lower oil prices. Not sure if they just noticed that oil prices had gone down or if they think tankers are GBX' only business or that railroads change their orders on a weekly basis.
