This FCC decision basically means any testing of equipment comes after a spectrum decision, and GSAT equipment will not be tested prior to going into the certification process, where if there is any interference issues it will be sorted out then, not before. Microsoft, Google, and the gang of eight can stuff it on June 16th for their meeting, the question of any further testing has already been made by the FCC with these new procedures. The new certification rules are published in the Federal Register and go into effect on JULY 13, 2015. Technical members pile on with comments.

Further news, GSAT could possibly be brought up in discussions in the congress regarding First Net with representatives doing oversight on moving First Net forward now, hearing topic scheduled for June 16th - far more likely to be significant news than any other meetings on that same day.
