However, in 1970, the Clean Air Act was passed, and caps were placed on sulphur dioxide (SO2) emissions; suddenly, Wyoming coal, with a sulfur content averaging around 0.35%, became widely preferred over Appalachian coal, with its much higher SO2 content. Furthermore, relative to Wyoming coal, West Virginia coal has become much, much more expensive in recent decades, due to depletion of easily mineable reserves and much higher unionization rates, compared with easily mineable coal and very low unionization rates in Wyoming; in 2006, West Virginia coal averaged $45.94 per short ton, compared with $9.03 for Wyoming coal. Due to these rising costs, coal mining companies increasingly practice mountaintop removal coal mining in West Virginia, an extremely ecologically destructive practice that has decimated hundreds of square miles of southern West Virginia.
FLAGSTAFF, Ariz. (AP) — The largest coal-fired power plant in the West will produce one-third less energy by 2020 and is on track to cease operations in 2044 under a proposal that the federal government adopted to cut haze-causing emissions of nitrogen oxide at places like the Grand Canyon.
The U.S. Environmental Protection Agency announced Monday that the owners of the Navajo Generating Station could either shut down one of the plant's 750-megawatt units or reduce power generation by an equal amount by 2020. The owners would have until 2030 to install pollution controls that would cut nitrogen-oxide emissions by 80 percent.

Ramping up renewed efforts to end mountaintop removal mining in central Appalachia, scores of protesters staged a daring action at the controversial Hobet strip mine on July 28 in Boone County, West Virginia, shutting down operations through a series of coordinated lock downs, tree-sits and banner drops. In a symbolic challenge to the Obama administration’s failed regulatory policies, the protest targeted the Hobet 45 mountaintop removal mine, which had been granted a widely denounced permit over two years ago.
According to RAMPS, a West Virginia-based grassroots groups that organized the “mountain mobilization” protest as part of a nationwide summer of actions against devastating extraction industry operations, St. Louis-based mine owner Patriot Coal has left behind a legacy of destruction in coal country for both area residents and miners. Patriot filed for bankruptcy earlier this month, which could also affect pension and United Mine Workers of America union contracts.
“The government has aided and abetted the coal industry in evading environmental and mine safety regulations. We are here today to demand that the government and coal industry end strip mining, repay their debt to Appalachia, and secure a just transition for this region,” said Dustin Steele of Matewan, West Virginia, in a released statement. The son and grandson of union coal miners, Steele took part in one of the truck lockdowns.
Citing the mounting evidence of the health and humanitarian crises in the coalfields from toxic mining fallout, including a rise in black lung disease and links to birth defects and cancer, the protesters also stationed banners on the mine site: “Coal Leaves, Cancer Stays.”
