As far as Kansas -- I really never looked into it and don't really care to look into it. After living in KS for a couple of years in the early 70's it is by far the least favorite place I've ever lived. It's Kansas, hot and humid in the summer, cold and windy in the winter, it rains mud in the spring, and flat scenery... hard for KS to compete in the "joy of being there" category. Funny thing is if you read both Freedman and Keynes, both agree that some sort of gov't spending is required, both agree if a program is a flop to eliminate it, the major difference is in the "hidden" taxes of regulation and the amount gov't shoulod spend in times of non crisis.
