    The European Union is preparing to take action to secure gas supplies this winter if its biggest supplier, Russia, cuts exports due to the crisis in Ukraine, a draft document seen by Reuters showed.

    The measures could include making use of existing powers to ban companies from selling liquefied natural gas (LNG) tanker cargoes outside Europe, keep more gas in reserve, and order industry to stop using gas.

    The draft document, which confirms information from a European Commission source, said the EU could take emergency action to ensure that more coordinated use is made of facilities for converting LNG back into natural gas and of gas storage capacity.

    This could be done “when the normal functioning of the market does not lead to the optimal use of those facilities,” the document said.

    Tankers from countries like Qatar and Algeria bring LNG to European via Atlantic and Mediterranean ports, but European buyers often re-sell those cargoes abroad for higher prices rather than supplying their domestic market.

    KIEV/MOSCOW, Sept 3 (Reuters) - Ukraine reduced electricity supplies to consumers in Crimea on Wednesday and threatened to cut power altogether if quotas were breached, as it battles a power crisis on the mainland that threatens to cause rolling blackouts across the country.

    Kiev has declared a state of emergency on the electricity market after months of fighting between pro-Russian rebels and Ukrainian forces disrupted supplies to thermal power plants (TPP), which provide around 40 percent of Ukraine's electricity.

    The power crisis together with an expected shortfall in gas supplies from Russia mean Ukraine faces a winter that Prime Minister Arseny Yatseniuk said would be "extremely difficult".

    The southern peninsula of Crimea, which depends on Ukraine for around 80 percent of its power, was seized by Russia in March - an annexation Ukraine has refused to recognise.

    But state electricity company Ukrinterenergo said supplies to Ukrainian citizens now took precedence over flows to residents of Crimea, the first time officials have signalled a change in status for the peninsula.

    "The priority for Ukrinterenergo is the interests of Ukrainian citizens for whom conserving power is becoming an urgent issue," it said in a statement.

    "If the limits are not adhered to by the consumers of Crimea, the company will be forced to completely turn off supply lines to the peninsula."

    Several sand miners are also stepping up investments in their transportation networks, which they use to deliver sand to companies such as Halliburton.

    U.S. Silica Holdings Inc, which has about 30 transloading terminals for transferring sand from railcars to trucks, plans to invest about $300 million to expand its logistics network by 2020, CEO Bryan Shinn said.

    U.S. Silica is constructing "one of the largest transloading facilities in the country" in the Permian Basin, he said, and expects to add another 15-20 locations in the next few years.
