...you asked me about environmental permitting (how many and costs) for an undefined scope of mining, tried to answer based on 30 years general enviromental permittting experience (not mining though)...seemed have made a decent guess too....now I am being quizzed on start up costs for a 1-4 billion dollar expansion ?

The poster said the "new" environmental laws have increased costs....well....I would have to say there is nothing new about them...the expectations and requirements have been in place for quite a while,......sounded like a vague generality... kind of like his thought that silver was a rare earth metal...which it is not.

so then I went and tried to find consulting costs associated with the mine development environmental permitting process. found one for a 600 acre surface mine at 640 K for cost of permitting (consulting, not annual fees to agencies) . Sounds like I made a decent guess. Now you may have meant the total cost of compliance...which could include capital costs, reclaimation, costs, impoudement costs, wastewater treatement...etc. I do not personally consider those permitting costs (the cost of having experts get the permits). I suspect your Env permitting consultants get what mine do...about 100-150 per hour for seasoned people.
Did you read of that mine pond that let go a few weeks back in BC....some bad juju going on there, hindsight says they should have stopped putting water in the impoundment, but hindsight is like that.

I have never quite understood why such an approach does not appeal to the labeling proponents ? Whole food is working on such a effort, according to the suspecious polls that say most consumers want it....food providers do not believe them or they would be doing it. How are those gmo free Cheerio's going over.
During the Washington state effort last year...I was impressed by one of their organic leaders being honest and transparent about what it is really about. Labeling will stigmatize, not based on since but on social pressure. While the pro label folks talk about transparency....they are not transparent on their real intent. Permitting, how would I know...I only have done Environmental permitting in about 10 states, and 5 countries. I also do site contamination investigations and remedation projects, and worked for the Wisc Dept of Natural Resources 30 years ago. Also a licensed professional engineer.
How many permits, I guess that would depend some on what you are doing...they would cover possilbly air emissions for major combustion sources (standby generators), storm water management, management of overbuden, restoration if it is surface mining, perhaps Env. Impact Statements (not really a permit, but part of the approval process). Surface impoundments...etc... actually I would say asking the number of permits is a bit naive, it is the complexity of hte overal approval process. Certainly you need a hydrogeologist consultant, civil eng. EIA expert, maybe wetlands (corp or engineer permit)

Cost, again, depends, size, where, surface, hard rock....at a guess for a 40 million dollar project, maybe 500 K. If you have spill, much more.
after 30 years in Corporate land...I now have to agree with you. I still see some sharp motivated senior managment, but not nearly as many as in years gone by. there now appear to be extra layers of them, all competing for attention, and driving towards their own goals and compensation. to many are high paid administrators, not leaders, micro managers while talking about long term strategy.
I see him clearly...retired, has GE in his "portfolio"....wishes for those good old days when he was something. All taken away by youth, and a new world.

interesting thought...seems reasonable if the US is knocked off. being a global reserve currenycy , some basket of other currencies will be used to replace it.
But....is PM really priced in US dollars now anyway ? I thought it was priced in what ever currency was being used in the country a purchaser lived in (unlike oil)
