An interesting situation arose during World War II as American Farmers were prohibited from producing hemp because of the 1937 law. However, the Japanese attack on Pearl Harbor halted the importation of Manila hemp from the Philippines, prompting the USDA to rethink their agenda and creating a call to action with the release of the film Hemp for Victory, motivating American Farmers to grow hemp for the war effort. The government formed a private company called War Hemp Industries to subsidize hemp cultivation. One million acres of hemp were grown across the Midwest as part of this program. As soon as the war ended, all of the hemp processing plants were shut down and the industry again disappeared. However, wild hemp may be found scattered across the country.
From 1937 until the late 1960s the United States government recognized that Industrial Hemp and marijuana were two distinct varieties of the cannabis plant. After the Controlled Substances Act was passed, hemp was no longer recognized as being distinct from marijuana.
The republicans of old in an effort to appease cotton farmers made hemp illegal while trying to drive Mexicans out of the country by making marijuana illegal (also to protect the tobacco industry) and in both decisions has deprived the local, city, state and federal governments of two industries that are today worth literally trillions of dollars in tax and fees revenue. If not for the stupidity of an overwhelming number of republicans and the demonization of this plant, not only would trillions have been saved, all the money cartels get from the sale of marijuana would be taxable. And millions of lives would not have been negatively impacted. Then there would not be a need, concern or even debate to cut things like Medicaid/Medicare, FEMA or other programs designed for the general welfare of the American people. Apparently the agricultural industry has learned hemp production is far more financially efficient than other spun products and considered a green product. The law enforcement conundrum, is most likely a matter of money as well. Marijuana, the least violent of all illegal drugs has been a boon for law enforcement management in that it provides reasons for more money, more man power and more equipment and the for profit corrections industry has had a complimentary relationship with those that send them occupants.

Tobacco knows this and is salivating and can't wait to see Obama and Congress first legalize the plant Hemp for US farmers to grow rather than import it from Canada, then legalize Pot first for medical use, AND THEN OVERALL USE. The law against not letting our farmers grow hemp is unconscionable .
