The majority of psych ER staff will be assaulted by an agitated patient in their career (studies readily available), don't like it and want to avoid it. Adasuve is based upon the principle that tackle/ inject's total cost is significantly more than just the drug injected. The total cost of tackle/inject is the combined time of all the staff involved, the paper work for restraints, physical injuries that may and will occur to patient and staff. And finally the cost to monitor patient after IM in restraints and delayed time to discharge from ER because of heavy sedation caused by IM when used.
Finally, Teva is targeting those hospitals that treat the majority ER psych patients. They have no need to market to 3/4 of ERs in US. It's not at all surprising he has not heard of Adasuves use at his ER. He clearly has little experience with ER psych patients and has a weak understanding ER psych protocols. Restraint and IM is universally regarded as the last resort and not the preferred treatment course. And multiple studies on ER psych agitation show restraint and IM occurs in a small minority outcomes.
