Why would they do that, they have a lot of cash, no debt and you are wanting them to have a secondary offering????

Whether to stock price increases or decreases will not effect the amount of money the company has to spend. It is the opposite, if the company builds more stores, then (assuming they add to the bottom line) the stock price (in theory) should move in anticipation of increased earnings.
