Why would the CARB respond to this? I wouldn't expect a State agency to step up and offer a quick response on anything.
Secondly, if you think other States won't jump on this, you really are much mis-informed and should stop pumping this company. Other State agencies have been adopting CARB air regs for years; to the point that CARB had to step in and stop it.
LL had/has a responsibility to monitor HAP pollutants in their products, and they didn't. They are in serious doo-doo.
