    July 25, 2014 Question: There is a rumor on the message board of an accounting error on Form10K.
    Answer from Capstone Management:
    There were no material errors or material financial restatements resulting from the control deficiencies identified during the year-end audit process. However, when aggregating the individual minor deficiencies related to the design of control activities around FPP revenue, Inventory and Cost of Goods Sold as it relates to Inventory, we concluded that there is a reasonable possibility that a material misstatement in the financial statements could potentially occur in the future. Therefore, by definition, there was a material weakness in our risk assessment process.
    As a result, the company will be redesigning some of the key inventory controls in question to rectify the deficiencies identified during the year-end audit process.

    Question:
    Does Capstone have an assessment on the potential impact that the most recent sanctions announced would have on the business with BPC in the Russian energy sector?

    Answer from Capstone Management:
    The U.S. Treasury recently imposed additional sanctions prohibiting U.S. persons from providing new financing to three major Russian financial institutions. These new sanctions also blocked the assets of United Shipbuilding Corporation. For Capstone's purposes, as a result of these new sanctions, U.S. entities cannot transact in, provide financing for, or otherwise deal in new debt of longer than 90 days maturity or new equity with Bank of Moscow, Russian Agricultural Bank, and VTB Bank OAO.

    The Commerce Department will deny any export, re-export, or foreign transfer of items for use in Russia's energy sector that could be utilized for exploration or production of deep-water, Arctic offshore, or shale oil.

    As best as we can determine neither the U.S. nor the Russian sanctions restrict microturbine sales to BPC at this time. However, the continuing escalation of hostility and sanctions with Russia is certainly a growing concern and Russia has imposed its own sanctions against certain U.S. goods and services. Capstone management continues to monitor the situation closely and has been in constant communication with BPC.
