How do people get on welfare? Why are there miserably poor homeless persons in USA who do not get a cent from the government?

I know a few persons on welfare of different types. A lady whom I meet from time -to-time at a library in NYC is on home relief. She sleeps at shelters or on subways or on the street. She has excellent computer skills, but when I first met her she asked me at one point, "Are you a witch?", telling me a bit about her mental state.
She is quite crazy and unemployable.
There are many homeless mentally ill persons around. They are around because of a set of programs started by advocates for the mental\ly ill and other liberals in the 1960s when new medications made it possible to let the severely mentally ill out of the insane asylums with the idea that they might be placed in community-based residences run by not-for-profits or by the government.
The idea works. There are any number of such residences in NYC run by non-profits. Unfortunately the government runs none, and there are not enough residences run by not-for-profits to serve all who need them so we have crazy people walking around cities all over USA. The Sheriff of Cook Copunty estimates that 40% of the people in the Cook County Jail system are mentally ill.
The costs of dealing with these persons is very large, and the Democrats might be more interested in doing something for these persons than are Republicans.
It is a little hard to rank a sitting President. I remember reading about how terrible Truman was while he was in office, but now he is ranked as having been a very good President. Obama has made USA the best place to invest.

We lived in poverty, and my father literally worked himself to death at age fifty-seven in 1961 with my mother dying at the same age a few years later. Their lives in USA were horrible.
It might have been very different had I not been on the scene. My mother might have gone to work immediately as a kindergarten teacher. My parents might have divorced instead of fighting all the time.
They might have been a lot happier than they were.

Obama has told us that the experts with whom he has consulted explained to him how Ebola is transmitted, and that there is very little danger of an infected person transmitting the virus in ordinary contacts. When Mr. Duncan transmitted the virus to the two infected nurses they had taken inadequate protection against contact with his bodily fluids.
While we have been wetting our underwear about Ebola dozens of persons have contracted MRSA either in hospitals or in the community, and a number probably have died of he disease. We also might do well to worry a bit more about the flu which threatens to be fairly nasty this year with a virus structure which is not dealt with well by this year's vaccine.
We have an estimated 11,000,000 illegals in USA. The illegals from South of the Border started coming to USA in the mid 60s when the United Farmworkers strikes prompted the owners of the gigantic farms in FL and the Southwest to get the government to look the other way as illegals were brought to USA to do the work not being done by the strikers.
The expectation was that the illegals would harvest the crops and then return home, but most of them stayed in USA after the harvest to survive doing odd jobs. They weren't deported, and they had children who are natural born citizens. The present illegals know what happened to their predecessors, and they expect something similar will happen to them.
What is not going to happen: We are not going to be able to apprehend all of the illegals, give them legally required hearings, and deport them to their home countries. There are just too many of them, and we also cannot deport a person who "looks illegal" without a hearing since the constitutional requirements probably will force a stop to that, and perfectly legal USA citizens would probably end up swept in such an operation.

The self-styled jihadist crazy who attacked the cops with a hatchet was the only fatality in his attack. One of the cops he attacked was seriously hurt but will survive while the other was only slightly hurt. It might have been a lot worse had the attacker had an AR or AK type weapon.

We cannot stop crazy people from doing crazy things, but Zihaf-Babeau's attack in Ottawa is instructive. His weapon was a Winchester 30-30, an excellent hunting weapon which has very limited use as a weapon for killing a lot of people at close range. It is a lot harder in Canada to get an AR-15 or AK-47-type weapon or to get a pistol to be able to kill a lot of people at close range.
The Sergeant-At arms who killed Zihaf-Babeau was not carrying his weapon when the shooting started. He went to his desk where he had his weapon in a locked drawer.
The Canadians have a far more rational way of looking at gun control than we have.
