The officer did not file a report. It would have been ad admission of guilt. So he chose not to comply with the law. The homicide team that came in to the crime scene, however, also did not file a detailed report. So they can keep changing their reasoning, until the story is fully known, and make up whatever sounds most reasonable after the benefit of many weeks of hearing the facts. This is how it happens in many police related investigations, but particularly these small town situations where it involves local favorites versus ordinary people.
Actually, the shooting cop 1) did not appear to know about the robbery, at least according to the initial, unguarded statements of the chief; 2) on second thought, realizing he had messed up their plan, the chief said later (and remember, they could not have viewed the tape within that short time) that the shooter, er policeman, saw the cigars. It's a common brand of cigars, so even IF true, and it's highly doubtful that it is if you listen to the tapes of the dispatcher, which he might not have heard, since it was not mentioned in the immediate aftermath, but even if he did think there was a suspicion, there is no justification for shooting a kid in the back, twice, and then, when he turns, and puts his arms up, executing him and continuing to shoot while he is down, and then, afterwards, not doing anything whatsoever to get him to a hospital or care to save him, if possible.
That was cold blooded murder, period. Not even manslaughter. It is irrelevant if Michael Brown turned out to have ripped off some cigars, unarmed. That's not a death sentence, and in small towns, police should know better. That police force is out of control and racist in a manner that makes it a cancer to its community. Someone has to basically rearrange that force, starting from the top down, and failing to do so, they are actually the ones responsible for the destruction of that community.
You don't go after peaceful protestors with surplus ammunition, troop carriers and sniper rifles, trained on the non-violent, as a "demonstration of force". That makes the police an occupying army in a non-democratic company, and we know that is something we scold other nations about. And we cheer when in other nations, democracy overrides such nonsense. But I'm not surprised to read the nonsense here. Not at all.
