It isn't screen size validation as opposed to functionality validation. Many Ipad apps don't work on the Iphone and vice versa, even though they both use touch. There is more to an app than just the UI.
There are legacy apps which use screen size. Microsoft has to validate wether they work and it takes a lot of work. No time for that in first release of windows 10.
But rest assured, that over time, Windows will play across desktops, tablets and smartphones seamlessly. That is Microsoft's goal.
Its very likely that Microsoft ran out of time before the release of windows to fully validate full windows below a certain screen size. It will happen in the future.

Full featured Windows 10 phones will be x86. While the Windows ARM phones will be castrated versions of windows 10 which no one will buy.
Also, the Note 4 shipped for the U.S uses a Qualcomm chip. The Exynos chip is for Korea. I'll leave you to Weaver to take your argument apart from now. LOL.
