Did you ever look at the Performance Tab of Windows Task Manager and see the CPU usage? On the mainframe we would drive the CPU to 100% for long periods of time but the PC in most cases comes no where close to this.

Yes, I have Windows 10 running on an old IBM X60 laptop. It is a big step up from Windows 8.1, The desktop is back to top but not the start button shows APPS, programs, and tiles. They are trying to make it a one size fits all and I wish they would have given an option to run in either old or new mode. I have a HDMI stick computer that I know I will update from 8.1 but I am unsure about my Windows 7 laptop that I use most of the time.
I think Apple has a new tablet on the way with a larger screen to go up against the Surface. On the older machine upgrading from WIN 7 to WIN 10 is watch out for parts to wear out. One of the best upgrades you can do for an older machine is upgrade the hard drive to an SSD, also make sure you have plenty of RAM.
Did you forget about Apple? Apple laptops and desktops run on x86 and they do not use Windows.
Windows 10 is free for any PC running genuine Windows 7 or 8.1 for one year after it is released. I have Windows 10 insider running on my ThinkPad X60 and that is an old computer that will only run in 32 bit mode. Check out "Windows 10 FAQ and Tips - Microsoft" for more information.
The Microsoft Lumia phone runs Windows and it uses an ARM processor not x86. And yes Windows 10 will run on it.
I think you should GOOGLE Quantum Computing to see what it means first. AMD ZEN will not fit the description of it.
GoPro uses Ambralla today and I don't see them going to AMD anytime in the future Ambralla uses an ARM processor so AMD A10 would not be a good match for power usage.
