LONDON--(BUSINESS WIRE)--Actuate Corporation (NASDAQ:ACTU - News), the people behind BIRT™, has awarded a 2009 Excellence Award for Performance Management to Dubai Municipality (DM). DM's accolade, in the Super Size category, recognizes the continuous improvements being made by the Municipality in public services for local residents in the salubrious Middle Eastern state -- improvements enabled by the comprehensive performance monitoring capabilities of Actuate BIRT Performance Scorecard (formerly known as Performancesoft Views).

Dubai, one of the seven emirates, is the most populous state of the United Arab Emirates (UAE), located along the southern coast of the Persian Gulf on the Arabian Peninsula. The Dubai Municipality is sometimes referred to as ‘Dubai state’ to distinguish it from the emirate. (It is not a city.) Dubai Municipality’s aim is to provide the very best services and highest standard of living for residents of the emirate of Dubai, who have come to expect an exceptional quality of life. DM has a population of around 1.65M, including people of diverse cultures and backgrounds.

The rapid pace of change in Dubai over recent decades has transformed the Municipality from one room and three employees in the early 1950s, into a large organization with over 11,184 employees and 34 organizational units. These are divided into eight business sectors, offering 520 unique services - 100% of which can be obtained electronically by external customers.

Some 216 business processes and over 1,000 procedures support these activities. Managing all of this is a substantial task, so these processes have been brought together in an advanced collaborative, corporate-wide electronic system, known as ARIS.

To ensure the smoothest possible running of local services, Dubai Municipality needed to implement a formal performance management solution to monitor and continually refine these activities. However, its attempts to adopt an enterprise-wide Balanced Scorecard (BSC) system proved fraught with problems, due to the huge size of the organization, its diverse scope, and the mix of financial and non-financial measures which often were confined to particular departments, without any integration.

To turn the situation around, DM needed a system that could accommodate the vast numbers of strategic and operational performance indicators; provide dynamic performance dashboards and a reporting tool; show different performance dimensions; and be accessible to the entire organization.

The answer came in the form of a comprehensive electronic performance measurement system, which DM established using Actuate BIRT Performance Scorecard. This incorporates 179 strategic Key Performance Indicators (KPIs), cascaded into more than 1,500 operational KPIs.

As a result of using the formal monitoring tools, which allow the general public to measure how the Municipality is doing against agreed targets, DM has achieved excellence and recognition, becoming a role model to others striving to achieve excellence in municipal services for opulent and modern communities.

Formal recognition for DM’s systems and initiatives has been gained from numerous international bodies, and through a series of awards. DM also sponsored an international conference on ‘Applying Balanced Scorecard to achieve Performance Breakthroughs’ in November 2006.
