WASHINGTON (AP) -- The Food and Drug Administration says it will step up testing for a fungicide that has been found in low levels in orange juice.

FDA officials said they aren't concerned about the safety of the juice but will increase testing to make sure the contamination isn't a problem. In a letter to the juice industry Monday, the agency said that an unnamed juice company contacted FDA in late December and said it had detected low levels of the fungicide carbendazim in the company's own orange juice and also in its competitors' juice. Fungicides are used to control fungi or fungal spores in agriculture.

Orange juice futures surged nearly 11 percent on Tuesday, gaining 20 cents to close at about $2.08 cents a pound. Investors are concerned that increased testing could pinch juice supplies. TransWorld Futures analyst Robert Rutger said the supply questions were enough to send prices higher, even though current inventories are relatively healthy.

Carbendazim is not currently approved for use on citrus in the U.S., but is used in Brazil, which exports orange juice to the United States. Brazil is the biggest producer of oranges in the world, according to the Agriculture Department.

Top orange juice brands in the U.S. include PepsiCo's Tropicana and Minute Maid, marketed by The Coca-Cola Co. A Minute Maid spokesman declined to comment, referring questions to the Juice Products Association trade group. A spokeswoman for the association said the group had no comment ready by Tuesday evening.

An FDA spokeswoman said the company's testing found levels up to 35 parts per billion of the fungicide, far below the European Union's maximum residue level of 200 parts per billion. The U.S. has not established a maximum residue level for carbendazim in oranges.

In the letter to the Juice Products Association, FDA official Nega Beru said the agency will begin testing shipments of orange juice at the border and will detain any that contain traces of the chemical. Because it is not approved for use in this country, any amount found in food is illegal.

Beru said that because the FDA doesn't believe the levels of residue are harmful, and the agency won't remove any juice currently on store shelves. But he asked the industry to ensure that suppliers in Brazil and elsewhere stop using the fungicide.

"If the agency identifies orange juice with carbendazim at levels that present a public health risk, it will alert the public and take the necessary action to ensure that the product is removed from the market," he said.

The discovery comes after the agency said it would also step up testing for arsenic in apple juice. FDA officials said last year that the agency is considering tightening restrictions for the levels of arsenic allowed in the juice after consumer groups pushed the agency to crack down on the contaminant.

Studies show that apple juice has generally low levels of arsenic, and the government says it is safe to drink. But consumer advocates say the FDA is allowing too much of the chemical — which is sometimes natural, sometimes man made — into apple juices favored by thirsty kids.

Patty Lovera of the consumer group Food and Water Watch said the federal government needs to rely on its own testing, not that of the companies.

"The federal government needs to set consistent, meaningful, enforceable standards for all toxins," she said.

This should show that the FDA is a joke. Approve things for some companys with #$%$ testing then when people die pull back and blame everyone else

If the FDA is a joke it's only that way because of years of Reagan and Bush I & II philosophy of corporate "do as you please" with no oversight or regulation. The FDA over the years has been stripped of a lot of it's power and funding to do inspections and is now mostly a rubber-stamp for the food industry, thanks to politicians in the hip pockets of Corporate America.

Would've been nice if they'd paid attention before finding this. FDA sucks. I could make an agency to start tracking problems once they were found too.

Regulatory agencies such as the FDA have been weakened and their effectiveness compromised by years of Republican legislation designed to do away with these agencies. Most of the Republican candidates for president have openly advocated doing away with a lot of these agencies and one way they do it is to underfund them, reduce the number of people working for them, which results in less inspections etc. This is all being done purposely by anti-government politicians.

Who knows what's in our food? Hormones, pesticides, bugs, feces, etc. Organic may cost more, but it's worth it.

Hello Me And Hunnybunny. Have you checked out "Our Stolen Future"? It is really frightening what all these chemicals do to you. They are in every thing. The foods and products we use every day. It would be real nice to know these things before we consume them or use them on our skin. I have been google-ing every thing that is in my food, medicines, cosmetics and personal care products. It is outrageous. All this time I thought I was making myself healthier and it turns out to be harmful.

Just because it's organic, doesn't mean there aren't bugs and feces on or in it, it just means no chemicals or hormones were used in growing it. If it's a plant, I can almost guarantee there are or were bugs on or in it at one point or another. As for human fecal matter - Some fruit pickers don't wash up before picking and not all growers wash the fruit that comes to you. There are bodily fluid remnants everywhere and you are probably ingesting them every time you eat anything. It may be cooked and dead, but you're eating it. Washing your food only reduces the chances of ingesting it - it doesn't eliminate it. You can't eliminate it. You have an immune system for a reason. USE IT! If you are afraid of every little germ that's out there, you probably should pick another planet on which to live.

Don't wait for a recall. I returned two recently purchased Tropicanas and bought Floridas Natural instead. There's still a case for "Made in USA".

FDA testing for fungicide carbendazim, hum they have never set a minimum, reason fungicide carbendazim, not permitted at any level. Now wait for the OJ Czar to get the King's (who else, the big "O") permission to set a minimum, how about a little bit above 35 parts per million. Government get out of our lives, you worthless shitz

It's only being tested because so much attention has been called to it: They have known about this for a very long time. What about all the other garbage in our food supply we end consumers haven't found yet but the manufacturers and FDA do?

Is it just me, but what else is new, Our government has allowed Industries to outsource everything overseas, even where our orange juice now comes from, we can't even produce oranges or orange juice anymore, Brazil is the biggest producer of oranges in the world according to the Agriculture Department and exports orange juice to the United States, we are at the point of no return from what this country once was and Washington allowed this to happen, No jobs - No money - Empty houses - Lots of homelessness - Adults and Children going hungry - Cheap manufactured foreign junk and now Carbendazim and arsenic in our now imported juices that were once made here in this country and the government says it is safe to drink, let them drink it so we can see if it's safe, and they can have some imported foreign meat to go with it too - Pick a country - any country, Don't worry - it's safe for them - I think - OOPS!! - What ashame!!

I agree with what you say about the economy (and the ludicrous reality of empty houses and homelessness). But note that the US has NO 'maximum residue level for carbendazim in oranges'. And that's because the US 'authorities' (there's an oxymoron) don't really care because of trade agreement arrangements (with, in this case, Brazil). On the other hand, don't get carried away with the 35 parts/billion of the fungicide as I believe that to be a harmless amount anyway. Sometimes these reporters are just more interested in trying to 'work the crowd'.

Our Government is so corrupt! They could place more tax/tarriff on imports but don't. They have another agenda and it's not one that values the common man, just the socialist, liberal "elite".

There was an article on Yahoo last month detailing how major name brand orange juice sits in huge tanks for a year before it's packaged and sent to grocery stores. Most of the food you find in regular grocery stores isn't fit to eat or drink.

The FDA is a subsidiarity of Monsanto (the people who brought you Agent Orange) The head of the FDA (appointed by Obama) ia a former executive of Monsanto. This is the only country in the world that does not label GMO food, 80% of the corn & soy is Generically Modified by Monsanto. The best government money can buy.

Yes, organic is the best but it has to be USDA organic or it really can't be trusted.

Notice to all Tea Partiers and anti-government types out there: This is precisely why we have an FDA. Unregulated and unchecked lassiez-faire captialism will not prevent our food from being sold without contaminants and chemicals in them. These agencies were designed to protect us, the consumers. It is up to us as citizens to make sure these agencies work like they are supposed to, without inefficiency or corruption, or excessive red tape that inhibits business. Abolishing them or weakening them is not the answer. That philosophy puts us all at risk.
