Fulton Financial Corporation Promotes Wenger to President and Chief Operating Officer

LANCASTER, PA--(MARKET WIRE)--Dec 31, 2008 -- R. Scott Smith, Jr., chairman and chief executive officer of Fulton Financial Corporation (NasdaqGS:FULT - News), today announced that E. Philip Wenger, of Pequea, has been promoted to president and chief operating officer of Fulton Financial Corporation. Wenger has served as senior executive vice president for Fulton Financial Corporation and chairman of Fulton Bank since 2006.

"Phil has gained tremendous knowledge and expertise throughout his 30 years of banking. He has very strong skills and a clear vision to help lead this company," said Smith. Wenger is chairman of the Fulton Bank Board of Directors and treasurer of The Lancaster Chamber of Commerce. In addition, he serves on the boards of the Fulton Opera House and the Lancaster County YMCA Foundation.

Wenger holds a Bachelor of Science degree in Finance and a Masters of Business Administration from the Pennsylvania State University at Harrisburg. He is also a graduate of the Stonier Graduate School of Banking.
