CHANTILLY, VA--(MARKET WIRE)--Apr 2, 2009 -- With implementation of the broadband stimulus provisions of the American Recovery and Reinvestment Act heating up, TV Worldwide (www.TVWorldwide.com) will produce a live webcast from Boston at 2pm ET on April 3 that will address how businesses and local governments from New England and around the country can tap into the $7.2 Billion in broadband funding being made available under the Recovery Act. The live webcast, "Broadband Recovery Act: What's in it for New England," will be carried on National League of Cities TV (www.nlctv.org) and TV Mainstream (www.tvmainstream.com), two channels on the TV Worldwide Internet TV (www.tvworldwide.com). The event is a joint production of National League of Cities TV, in cooperation with Atlantic-ACM (www.atlantic-acm.com), MassNetComms and TV Worldwide. Based on the audience size of two earlier live Recovery Act webcasts carried on NLC TV, TV Worldwide is provisioning servers for this event to meet an anticipated strong demand for on-line interactive participation.
The live webcast event will feature special introductory remarks by Rhode Island Treasurer Frank Caprio, and panels covering the availability of private funding to compliment broadband grants, a discussion of several innovative New England broadband projects that are being discussed as candidates for funding and how to get particular states on board with a project, and key implementation issues, such as private entity eligibility, selection criteria, and the extent to which funding may be used to drive various Obama Administration policy agendas. The last panel is expected to stir up some controversy, as the long simmering issues of net neutrality and open access are debated in the context of broadband grant eligibility.
"The American Recovery and Reinvestment Act of 2009 presents an opportunity for New England states, municipalities, schools, and Internet providers to deliver broadband and computer services to equal the services received in other countries like Korea, Japan, and Sweden," stated Barlow Keener, Partner, Keener Law Group. "The National League of Cities TV webcast 'Broadband Recovery Act: What's in it for New England,' will give New England's broadband decision makers the insight and ideas needed to obtain their share of the $7.2 billion broadband Recovery Act funding. Winning NTIA grants must show how 20% of the project's funding will be financed. Grant winners must deliver projects that will be profitable long after the stimulus capital is spent. The panel of speakers at the webcast will provide realistic solutions addressing these tough questions."
Other participants in the event include Richard Lukaj of Senior Managing Director of capital markets firm Bank Street Group; Brough Turner, CTO/Founder of Natural Micro Systems; John Reynolds, Partner with Stratum Broadband; Fanny Mlinarsky, Principal of Octoscope; Tom Steele, VP Regulatory of RCN; Fred Goldstein of Ionary Consulting; Stuart N. Brotman, President, Stuart N. Brotman Communications; and Jon Banks, Senior Vice President, Law and Policy, US Telecom. Moderators for the panels will be Martin L. Stern of K&L Gates, E. Barlow Keener of the Keener Law Group, and Drew Clark, CEO of Broadband Census.
The New England Broadband Recovery event will webcast live and archived for later viewing at www.NLCTV.org, www.TVMainStream.com and www.TVWorldwide.com. Participants should have the free Windows Media Player installed prior to viewing the event.
