Boehner: House won't approve 2-mo payroll tax cut

Boehner: House will defeat 2-month payroll tax passed by Senate, wants negotiations

WASHINGTON (AP) -- The House intends to vote down a two-month extension of the payroll tax cut that cleared the Senate late last week, Speaker John Boehner said Monday, and request immediate negotiations on a full-year renewal that can provide "certainty for people who are trying to create jobs."

"I don't believe the differences between the House and Senate are that great," Boehner said at a news conference, although he provided no estimate on how long it might take to produce a compromise.

Without action by Congress, both the payroll tax cut and a program for long-term unemployment benefits will expire on Jan. 1.

Boehner spoke after a chaotic weekend in which Senate leaders first failed to agree on a full-year bill, then coalesced around the two-month-extension that passed overwhelmingly, only to spark a revolt among GOP conservatives in the House.

There was no immediate reaction from either the White House or leaders in the Senate, which adjourned for the year shortly after approving its version of the bill.

The revolt of the rank and file placed Boehner and Republicans in a difficult position, just as it appeared they had outmaneuvered President Barack Obama by assuring that the legislation would require him to make a swift decision on construction of a proposed oil pipeline. He had announced he would put off the issue until after the presidential election in 2012 rather than decide the fate of a project that divided normal Democratic allies, environmentalists opposed and several labor unions in favor.

In a television interview shortly before Boehner's news conference, White House communications director Dan Pfeiffer accused Boehner of reversing his position on the two-month measure because of a "tea party revolt, and warned that failure to pass legislation could result in higher taxes on 160 million workers.

But Boehner said that was not the case. "I raised concerns about the two-month process from the moment I heard about it," he said.

He called on members of the Senate to "put their vacations on hold" and return to forge a compromise.

Obama has said repeatedly Congress should not quit for the year until the tax cut has been extended.

    As long as Congress allows for Social Security money to go into the general fund instead of staying in the SSA, I will hold congress in contempt, as anything they do is a shell game. And they know it.

      @Internet User, that is so idiotic I just feel sorry for you. The Social Security Trust Fund was able to be raided thanks to LBJ. Neither Carter, Clinton, or Obama even considered to "lock" anything because the government is just too addicted to our money! Oh yeah, but it's Bush's fault. No wonder things don't get fixed in this country, half of the people (democrats) are still blaming Bush and don't see any problems with Obama. They are just blind.

    It is very telling that they are willing to further risk social security just to try to stimulate a little more consumption of foreign made trinkets. Besides, the way food and fuel and local taxes are skyrocketing - there probably won't be much for people to spend at the big box anyway.

    I think when the government has to shut down because of budget stuff or if things they do stop social security checks or other benefits to the people, the top of list of "nonpayment" should be Congress, the Senate, and the President. If these people can't protect the income of the people then we really don't need any of them and at the very least they should feel the same pain they inflict on the rest of us.

    Absolute lunacy to manage fiscal policy in two month increments! I don't understand why Senate republicans passed it, but I certainly hope the House will either pass nothing or, at least, a fully funded one year extension. Fully funded with cuts elsewhere, that is.

    The two-month payroll tax break extension bill would be funded by an increase in mortgage fees paid. The fee would increase mortgage cost 15 per month for new mortgages and refinanced mortgages. What a victory for the middle class, a new 360 dollar per year tax. Where is the press on this one? I am with the house, don't extend one temporary tax break by creating a new permament tax.

    In all of my years (81) of watching politics I have never witnessed a more inept, dysfunctional, corrupt and ineffective congress. These guys are a disgrace to this country.and their actions border on treason. The people who are legitimately unemployed are having their holiday season destroyed by the these people. This is really horrifing to watch.

    As a middle class democrat I don't understand this payroll tax cut. The 2% isn't enough to make much of a difference in my check and it further shorts Social Security. I intend to collect my benefits at 62 so I'm willing to pay for them now and keep them fully funded.

    This is the kind of infighting that makes Americans roll their eyes at Congress. They can't do anything and when they do accomplish something it never helps us. They should all be fired.

    Why on earth would the senate approve a 2 month extension, that's completely asinine. I'm actually against this entire extension but if you're going to do it, pass something that's going to have a little impact. What's truly amazing to me is the left's #$%$ about helping the middle class when Obama tried to punt on the Keystone pipeline. Really?, 90+% of those jobs would be well paying middle class jobs. What a lying sack of crap, Obama has crucified the middle class. They've slid more into poverty under this administration than any in history. 30% increase in Americans on food stamps, one in five now live below the poverty level, and unemployment under Obama has averaged above 9% for his entire term. How could anyone with beyond a single digit IQ consider re-electing him?

    It's easy to say vote them all out until you get to the election season and the person running is just as bad or worse then the incumbent. I guess they would get the message if we voted them all out, but then we would have a lot of new bums to vote out next time. Politics needs to be changed to where a middle class person can compete against a multi-millionaire in an election. These politicians are too rich and priveledged to understand that a 2% tax break and an extra couple hundred bucks can help.
