Credit card rates stayed steady this week, according to Bankrate's latest survey of interest rates. The average annual percentage rate for variable-rate credit cards remained at 15.13 percent for the third straight week. The fixed rate was 13.33 percent, also for the third consecutive week.

Lawmakers in New Jersey are considering a bill that would ban retailers from charging a checkout fee to customers who pay by credit card. Retailers could have started imposing this credit card surcharge on Jan. 27 under a preliminary class-action settlement between retailers and Visa, MasterCard and major banks. If the New Jersey Senate approves the measure, it still needs to pass the state Assembly and be signed into law by the governor.
