FACT CHECK: There are budget phantoms in the room

FACT CHECK: Obama enlists some familiar phantoms to make the numbers add up in his new budget

WASHINGTON (AP) -- When a president introduces a budget, there are always phantoms flitting around the room. President Barack Obama's spending plan sets loose a number of them.

It counts on phantom savings from the wars in Iraq and Afghanistan. It's underpinned by tax increases Republicans won't let happen and program cuts fellow Democrats in Congress are all but certain to block.

And it assumes rates of growth that the economy will have to become strikingly undead to achieve.

A look at three budget ghosts, sometimes known as gimmicks:

BUDGET: Claims about $850 billion in savings from ending the wars and steers some $230 billion of that to highways.

REALITY: There is no direct peace dividend from ending the wars because the government borrowed to pay for them. The government would have to keep borrowing that amount of money to have it to spend on something else.

Counting the end of wars as a dividend is like a student coming out of college loaded with debt and aching to buy things, says Maya MacGuineas, president of the Committee for a Responsible Federal Budget. "When you finish college, you don't suddenly have thousands of dollars a year to spend elsewhere — in fact, you have to find a way to pay back your loans."

MacGuineas says, "Drawing down spending on wars that were already set to wind down and that were deficit-financed in the first place should not be considered savings."

President George W. Bush kept the cost of the wars out of his budgets, a contentious accounting maneuver that may have papered over the impact on spending projections but deepened the national debt as surely as if the price tag had been shown transparently. Taken together, the Bush and Obama budget tricks seem to suggest war costs nothing but ending it frees a ton of money.

BUDGET: Forecasts healthy growth in years ahead, with GDP growth predicted to reach 4 percent in 2014 and 4.2 percent in 2015.

REALITY: It's obviously too soon to know, but reputable private forecasts are not nearly as rosy as the administration's assumptions, and their track record tends to be better. They are generally forecasting a percentage point lower or close to that, a huge difference, and don't see reaching 4 percent growth in the foreseeable future.

Last year, the administration built its proposed budget on a projection of 2.7 percent growth in 2011; it turned out to be 1.7. The forecast for 2012 was 3.6 percent, which the White House lowered in the new budget to 3 percent. IHS Global Insight, a leading forecaster in Lexington, Mass., projects 2.1 percent.

Such projections are key because the government's spending and debt plans rest on how much revenue can be expected to come in.

BUDGET: Assumes taxes will go up on the rich, tax breaks will end for the oil and gas industry, and spending will be cut for programs the president is willing to sacrifice.

REALITY: Tax increases are a non-starter before the election, with Republicans standing in the way, so sweeping parts of Obama's budget plan are little more than a campaign platform laying out what he would try to get done if re-elected.

Some of his proposals are not so tied to the election. They have little or no chance of passing Congress regardless of what happens in November.

For example, he proposes using money from a Justice Department fund for crime victims for other purposes. But Democratic Sen. Patrick Leahy of Vermont, chairman of the Judiciary Committee, quickly signaled he would work to protect the fund, just as he has successfully done in the past.

Obama is the latest in a line of presidents to zero out — provide no money for — programs in order to show budget savings even while knowing Congress will restore the money. Amtrak and the post office are among institutions that have seen such phantoms before.

    Quick, yahoo remove this article from your server because it makes too much sense.

    I love it when the president considers money appropriated for both wars as savings in budget. Mr. President: you are still borrowing that money, so you are not saving anything. This point is also closely tied with the issue of earmarks. They are trying to nail Santorum on this issue as well. Problem is, if a politician refuses to accept earmarks, the money for it is not being returned to the treasury. Oh no, it is spent somewhere else. So, no wonder if you are a politician, you have to at least have a responsibility before his/her constituence to bring some money back.

    Oh and why are talking about spending money on the infrastructure again? Didn't the president promise shovel-ready jobs not too long ago or is it now just a distant memory? Gosh, another 8 months of this.

    Bush increased the debt by $4 trillion over 8 years. Obama has increased the debt by $5.3 trillion in only 3 years. (The prior 8 years before these two had little / no increase.) Where will be be 5 years from now?

    Democrats AND republicans created and will pay for this mess (this includes voters as well).
    With that clear, the solution is for Democrats to cut spending on social programs, republicans need to cut on the military, and we need to raise taxes on ALL brackets (perhaps an emergency initiative to raise for 5 years till we pay off the debt). And by creating incentives to BUY AMERICAN!

    since way back in the 1930's we lost control of our govt...today its owned by big businesses,ie: wallstreet,big banks,military industrial complex,big pharma,petrochemicals,to name the big ones..this govt spends our tax dollars to prop up controllable dictaorships all over the world,giving them billions in subsidies to spend on american weapons that they eventually use against their own folks,,the bulk of the remainder goes into secretive foreign bank accounts like whats happened to mubarak's billions,and a trickle goes to build a few schools and hospitals...and the pundits create all sorts of catch phrases to fool us,like the wars to end all wars,domino theory,weapons of mass destruction...now I know why Truman fired General Mac Arthur on the spot...he saw first hand what the million man chinese invasion of Korea did to our frontline troops,so opted for nuking red china....what no one knew was that big industry had plans for moving our jobs to red china in the not too distant future,so truman had no choice but to sack the general...and the lies keep growing every day....and the only thing we can do is to vote which really doesnt change anything,cause when you run under a political party's banner you tow the line....there are very few people in congress that are squeeky clean...this body is really good at smoke and mirrors.....

    One of the hugest political mistakes made by Bush and Congress, like hitting his head with a piledriver, was the Bush tax cuts. They need to be rescinded. Those tax cuts and Bush's wars account for most of what took the budget from surpluses in 2000 to monster deficits now, and if you can't figure that out you're an idiot!

    of course it is not the fault of the dem's in the senate, that the budget was dead on arrival. the majority leader harry reid of nevada would never say he refused to allow the budget to be debated and voted on. oh... thats right he did say that. he would never claim it would put too much stress on members of the senate who face election challangers. oh.... thats right he did say that. he is a real stand up kinda guy and is just worried sick about the senate's failure to have a budget for the last 1000 plus days. ahhh no he's not. he's a coward and is trying to shift the blame onto those pesky republicans who he just knows want to fight over everything in the white house budget and gosh he is just trying to keep the peace. he barely won reelection with the aid of the seiu union goons. next time he is toast.

    Obama needs bashing on the debt, but be honest people, the Repubs. are every bit as much to blame. Remember Dick Chenney said Regan proved deficits don't matter, when he was VP under Bush. Vote Ron Paul !! He'll be more like Andrew Jackson. Let the budget revolution began. Let's get this mess cleaned up. Throw the bums out and start all over.

    I am completely anti-drugs, but really; legalize pot, tax it, and use the money spent on controlling the marijuana trafficking on stopping the really bad drugs like Meth. Bet it would be a lucrative money maker for the gov, and it isn't like they are really stopping much of the pot use now anyway.

    Obama is sued by several of his own states for not enforcing the Constitution in regards to immigration. Obama pushes the Constitution aside in order to satisfy his own agenda in healthcare matters. Obama wastes Billions of tax payer dollars in his "green" ventures. Obama creates a "Hotline for Illegals," so that they can safely call in to report that their non-existent civil rights have been violated. Obama is sued by the state of Georgia because they don't trust that he is an American citizen. Obama's appointees, Holder and others have been or are currently being charged with crimes against the United States. Obama does not submit a budget for three straight years even though this is part of his job as president. Obama is sued by the Catholic church for violations of their Constitutional rights. When Obama does submit a budget it is laughable and the people that work closely with Obama actually have put into words "We need a leader!" Obama appears in a campaign commercial specifically aimed at ONLY African American voters, catch it on BET. The Obama administration is deemed to be unpatriotic and arrogant, with a total disregard for what the majority of the american people need or want by White House officials. If this man were a white man, he would have been impeached by now. The race issues are at an all time high now with this man's blessing. We as a country must not turn a blind eye to the corruption that is the Obama administration. It was because of racial issues that a proven murderer OJ Simpson is to this day allowed to walk the streets, how terribly wrong is that. Black or white, this president has let this country down in so many ways and he cannot be allowed another four years simply because he is perceived as black. No Obama in November.
