House passes payroll tax cut for Obama's signature

Congress passes payroll tax cut, extends jobless benefits, amid House Republicans retreat

    Fantasy Finance

WASHINGTON (AP) -- Congress on Friday approved a two-month renewal of payroll tax cuts for 160 million workers and unemployment benefits for millions, handing President Barack Obama a convincing victory for his jobs agenda.

Back-to-back voice vote approvals of the measure by the Senate and House capped a retreat by House Republicans who had insisted that a full-year bill was the only way to prevent an immediate tax increase on Jan. 1.

The measure passed despite lingering grumbling from tea party Republicans. It buys time for negotiations early next year on how to finance a year-long extension of the 2 percentage point Social Security payroll tax cut.

It will keep in place a salary boost of about $20 a week for an average worker making $50,000 a year and prevent almost 2 million unemployed people from losing jobless benefits averaging $300 a week.

Passage in the House — Friday's action on the measure took less than a minute — capped a swift retreat by House Republicans. Their move to force a holiday season confrontation with Obama and Senate Democrats had threatened to hit 160 million workers with a tax increase on Jan. 1. But it backfired badly.

Just 24 hours earlier, House leaders had insisted the only way to prevent that tax hike and a phase-out of jobless benefits for people out of work for more than six months was to pass a full-year renewal.

Those goals had been embraced by virtually every lawmaker in the House and Senate but had been derailed in a quarrel over demands by House Republicans for immediate negotiations on a long-term extension bill. Senate leaders of both parties had tried to barter such an agreement among themselves a week ago but failed, instead agreeing upon a 60-day measure to buy time for talks next year.

Thursday's decision by House Speaker John Boehner, R-Ohio, to cave in to the Senate came after days of criticism from Obama and Democrats. But perhaps more tellingly, GOP stalwarts including strategist Karl Rove and the Wall Street Journal editorial board warned that if the tax cuts were allowed to expire, Republicans would take a political beating that would harm efforts to unseat Obama next year.

House GOP arguments about the legislative process and what the "uncertainty" of a two-month extension would mean for businesses were unpersuasive, and Obama took the offensive.

Friday's House and Senate sessions were remarkable. Both chambers had essentially recessed for the holidays but leaders in both parties orchestrated passage of the short-term agreement under debate rules that would allow any individual member of Congress to derail the pact, at least for a time. None did.

The developments were a clear win for Obama. The payroll tax cut was the centerpiece of his three-month, campaign-style drive for jobs legislation that seems to have contributed to an uptick in his poll numbers — and taken a toll on those of congressional Republicans.

forced -- no choice. To stand against it in the face of an election was impossible. Now will the voting public see it for what it really is?

It's always a game isn't it, scoring wins and losses. A "victory"? Hardly. A real victory would be substantial numbers of unemployed going back to work for the new year. Its not a tax cut, its a tax holiday... come on, what a sad effort by all.

January 3, 2012 (TPATH) - Georgia State Judge Micheal Mahili has refused the motion to dismiss a lawsuit that would require Barack Obama to prove he is eligible to run for the Office of President of the United State.

Description: President Obama's lawyers filed a motion that would keep him from presenting proof of his eligibility to be President of the United States. THAT MOTION HAS BEEN DENIED!

      PART OF THE RULING STATEMENT:
The Georgia Election Code (the "Code") mandates that "[e]very candidate for federal and state office who is certified by the state executive committee of a political party or who files a notice of candidacy shall meet the constitutional and statutory qualifications for holding the office being sought." O.C.G.A. § 21-2-5(a).

Both the Secretary of State and the electors of Georgia are granted the authority under the Code to challenge the qualifications of a candidate. The challenge procedures are defined in Code Section 21-2-5(b), which authorizes any elector who is eligible to vote for a candidate to challenge the qualifications of the candidate by filing a written complaint with the Secretary of State within two weeks after the deadline for qualifying. O.C.G.A. § 21-2-5(b).

Code Section 21-2-5(a) states that "every candidate for federal and state office" must meet the qualifications for holding that particular office, and this Court has seen no case law limiting this provision, nor found any language that contains an exception for the office of
president or stating that the provision does not apply to the presidential preference primary.

Accordingly, this Court finds that Defendant is a candidate for federal office who has been certified by the state executive committee of a political party, and therefore must, under
Code Section 21-2-5, meet the constitutional and statutory qualifications for holding the office being sought.

Why is this big? For the very first time in this long and arduous process of state and local court cases where the citizens of this country have demanded that Obama prove he is eligible to be President, under our Constitution, a judge has sided with the law and ruled accordingly.

It is very possible that Hawaii may now have to show, if they have it, the long form birth certificate that Obama has claimed he photocopied the one he released in April of 2011.

The Social Security Administration may now have to release records on how and why Obama is using a Connecticut SSN.

It is possible that Obama may have to submit to questions while under oath.

Finally, this is big because it is the first brick to be pried from the wall of judicial malfeasance and media cover-up which has never before been seen in this country.

If Obama refuses to submit to deposition and / or allow inspection of his documents, the ruling of this court will not only preclude Obama's name form being on the Primary ballot in Georgia, but it would keep his party from having his name on the ballot in November.

Thank God for Judge Mahili in Georgia.
Now! Does this country have any other judicial or political patriots.
      America is waiting to see.

At least stupidity is entertaining. Both sides are playing politics with middle class America and should be thrashed severely at the voting booth come November 2012.

Poor example of governance by both parties. No real leaders anymore. But shame on all of us for electing politicians that use smoke and mirrors. First since when is a cut in funding social security a tax cut? I guess if you change the name from your contribution to the Social Security Trust to a payroll tax cut it sounds impressive. The idea behind Social Security was today's works fund those that are retired with the understanding that when you and I retire tomorrow's workers will support us. This will do nothing except "kick the can" just like in Europe. John Galt where are you?

Wy can't the people of heavily indebeted Greece get a payroll tax cut instead of austerity?

Our politicians continue to take advantage of the ignorance of the American people. By reducing the amount of money that goes into the social security coffers, this "payroll tax" decrease actually increases the likelihood that social security will be insolvent for you and your children. If they wanted to cut taxes, why not eliminate aid to China which we are financing by issuing loans to China via the sale of treasuries? We need to replace the members of the 112th Congress and stop arguing over whether the republicans or democrats are to blame. Both parties are substantially comprised of self-serving individuals. We need to work together on election day to start fixing this charade.

As long as politicians are elected based on deep pocket contributors and corporate sponsors, the American people will suck hind tit. There is no issue more important to our Democracy than re-establishing that our government should be of the people, by the people, and for the people. No matter if you are Right, Left, Socialist, Libertarian ... no issue should be more important.

I am not enamored with our current crop of politicians, however the attempt to 'throw the rascals out' and replace them with Tea Partiers was a disaster ... nothing but more gridlock, more conflict, etc. If we are going to usher in a new government, let's be clear about what we want them to achieve: return the Power to the People. I don't want to hear about wedge issues. I don't want to hear about social engineering. At this point all I want to hear is how to get rid of the undue influence of special interests, deep pocket contributors, and corporate shills.

Obviously there was no political will to restore Social Security funding. Do you see that changing ever? If not, what do think happens to Social Security as time goes by? And which party's agenda would that advance?

The greater underlying issue is that the American public is not willing to swallow the medicine that is necessary for us to move forward and away from certain disaster. No one is willing to deal with the pain we are now faced with due to our past behavior. Anyone who has the "answers" will not be elected or will be voted out because we, the people, do not want to be inconvenienced and someone else should be the ones who suffer. we all want to blame the other guy. This is now EVERYONE's problem...and EVERYONE, across the board will have to understand this before we can move forward. There has not been enough pain yet to convince us...but it is coming like a freight train in the night...
