HP Improves Motor Vehicle Services for Minnesota Drivers

PALO ALTO, CA--(Marketwire -08/27/12)- HP Enterprise Services today announced that the State of Minnesota Department of Public Safety (DPS) has signed a $41 million system-integration agreement with HP (HPQ) to develop the Minnesota Licensing and Registration System (MNLARS) for the Driver and Vehicle Services (DVS) Division.

MNLARS is an integrated motor vehicle and driver's license solution that will be released in four phases over a four-year period to streamline the licensing, vehicle titling, registration and inspection processes, while improving their accuracy and efficiency.

HP will work with DPS to standardize processes and develop an integrated system that houses 6.4 million vehicle records and 4.1 million driver history records. Based on the HP DMV Solution and using HP Applications Development Services and HP Applications Modernization Services, the user-centric MNLARS will facilitate interaction among 40,000 users, including DVS business partners, law enforcement agencies, court system and federal agencies, to deliver near real-time access to verified data.

MNLARS is designed to improve information access, accuracy and security. For example, entering information early in the process ensures that accurate data is readily available, improving data sharing and reporting capabilities while eliminating data re-entry and saving paper. As a result, the DVS staff can standardize the transactions process no matter who initiates or completes it. The system also will track and review transactions to reduce errors and fraud.

DVS staff members and agents will have access to a 360-degree view of a driver's vehicle registration, title, driving record and other related documentation, to improve efficiency and customer service. The user-friendly interface, as well as self-service options such as selecting a preferred communication method and filing online permit applications, will facilitate accurate interactions with customers. The new system also will provide the framework for adding new services in the future.

Under HP's commitment to contribute to the communities in which it works, HP will team with a well-qualified, local small business to deliver testing and applications support. HP also currently provides desktop hardware for many of the state's agencies.

HP has provided systems integration support to DMV projects in 22 states by successfully connecting processes and systems to improve workflow.
