Israeli Energy and Water Minister Silvan Shalom may allow only 40% of his country's natural gas to be exported, according to Globes. A committee appointed by the government had previously recommended that 53% of the country's gas reserves be exported, subject to certain conditions, the website stated. Noble Energy has large stakes in a number of the country's offshore gas fields.
