Are Most Federal Workers Overpaid? CBO Says Yes

The less educated you are, the better it is to work for the federal government -- at least when it comes to your paycheck.

That's more or less the finding of a new study by the Congressional Budget Office, which compared federal workforce compensation to the private sector using data from 2005 through 2010. The big headline figures, sure to make the rounds in conservative media, are that government employees made 2% more in wages, and 16% more in overall compensation, than their private sector counterparts. But as the graph below shows, there were vast variations between education levels.

The higher your degree, the lower your salary and benefits compared to your educational peers. A high school graduate earned 36% more compensation than an equivalent private sector worker. A college graduate earned roughly the same salary, but made about 46% more in benefits. If you had a professional degree or doctorate, you made an average of 18% less in compensation. 

It's great that the federal government is providing livable wages to workers, and their families, who would probably have a tough time of it in the private sector. But as an efficient use of resources, the current setup doesn't make much sense. This might sound cold-hearted to some, but this is exactly the opposite of what the chart should look like if we're interested in attracting the best and brightest to public service, and keeping them there. According to the CBO, a full 33% of the federal workforce is employed in professional occupations, such as science and engineering, compared with 18% of the private sector. And yet, the better your bona fides, the more likely you are making less money than the friends you graduated with, and the more pressure there is to use government experience as a stepping stone to a more lucrative career. True, federal workers enjoy better job security than their private sector counterparts. As USA Today vividly put it, employees at some agencies are more likely to die than than get fired. Literally. But top performers generally care more about their pay stub than tenure. What we have now is simply a recipe for losing talent.  

And for those wondering, no, the CBO didn't compare investment bankers to USDA program analysts. The analysis controlled for various differences between workers, including years of experience, occupation, the size of their employer and geography. This is, as much as possible, an apples to apples comparison. 

The upshot: Federal pay might be too high overall, and it's probably not getting us a better government.

    I see a TON of whining here regarding Congress/Senate personnel etc. As usual with these type articles, there is SO much information missing it's misleading. The majority of "government" employees do not work in the poplical arena but for agencies like the DOD, USDA, EPA etc. Then.... the stats do not take into account or mention the size of the "companies" these people work for. Take a "secretary" or "administrative assistant" that works at the local auto body shop vs one that works for the USDA. Their job description and duties are so markedly different you can't even compare the two. So these stats then are skewed toward taking people working part time/full time for these small entities and those that work for a bigger agency that do a lot more, administer more programs, have more responsibility and more people to "take care of". What these inept studies and writers do is cause hate and discontent with the federal govt and their employees... especially in these trying times. I am in NO WAY sticking up for this administration. I am however sticking up for honesty in reporting and studies. This is where we have to use our heads and believe none of what we hear and half of what we see!

    When each Senator has 100 aides and each Congressperson has 50 aides(source Congressional Budget Office) and, they got multiple pay increases( while our Seniors and Disabled Veterans got no increases for 2 years), yet they complain they are overworked, Washington is sooo expensive etc. etc.. I have no inclination to feel for them. Let them resign, DO NOT FILL THE POSITION, and let the other aides, actually do some work!!!

      of this country..same taxes and living expence that federal workers
      have...carteret county county N.C. wages on the high end is $15.00
      federal workers in the area make $21.00 with no education..more

      DO NOT FILL THE POSITION is the way a lot of companies are operating. They "downsize" by letting people go & then expect the remaining to pick up the slack all the while the top dogs are still collecting their fat paychecks! Why shouldn't they have to "downsize" too? Granted I've never seen a busy government worker & not filling a position might work for them!

    If federal employees are overpaid, then start cutting in the most obvious place - the House and the Senate. Why are these federal employees allowed to set their own pay and benefits? Shouldn't that be the peoples' decision since "we the People" employ them?

    Federal workers are our veterans...try to act like a true American and get your mind right...pull it out of your back pocket. Why are your veterans lazy and incompetant just because they got a federal job? And the contractors are the one's ripping us off by charging many times the fair cost for all their services and products like $600 toilet seat...things they should be forced to wear for a hat !

    I see civilian contractors getting paid 6 figure salaries to do the same thing a Private gets paid $25k a YEAR to do.
    Yet we cut our military budget....
    Did I mention Congress habitally freezes military retiree pay raises, all the while approving themsellves $10k+ pay raises?

    Look no further than the White House. Staff increased total of 7, budget increased $5,603,286. Pres. even has 3 staffer to walk his dog at $45,000 each not including OT and travel etc. Where did his promise go to freeze white house salaries.

    The people on SS or SSI get no raises for 2 years and make between 8K - 19K, yet the Congress get their raises every year and they make over 150K a year, makes sence hah? :)

    As a mechanic in the U.S. Army for over 20 years, I was seriously underpaid. Especially when they told me to go to Iraq and fight a war, get shot at and kill other humans just because they told me to. Go figure now after all that I get a retirement check worth 50% of base pay and Congress gets full pay retirement after only 4 years. Guess I should have run for office so I wouldn't have to work or even get anything done.

    Check to see what your state and local government employees get paid and what they get in their benefit packages. You won't be happy.
