Obama to submit his budget to Congress on Monday

Obama to release his budget, signaling start of battle over taxes and federal spending

WASHINGTON (AP) -- President Barack Obama is pressing for investments in infrastructure while relying on familiar tax increases on the wealthy and corporations to claim progress on the federal deficit in his upcoming budget.

Obama's 2013 budget, to be released Monday, is the official start to an election-year budget battle over taxes and spending as the nation's debt tops $15 trillion. Obama's budget predicts a $1.3 trillion deficit in the ongoing budget year and a $901 billion deficit in 2013.

The president's plan is laden with stimulus-style initiatives, like sharp increases for highway construction, school modernization, and a new tax credit for businesses that add jobs. But it avoids sacrifice, with only minimal curbs on the unsustainable growth of Medicare even as it slaps a 10-year, $61 billion "financial crisis responsibility fee" on big banks to recoup the 2008 Wall Street bailout.

The budget, administration officials say, borrows heavily from Obama's September submission to a congressional deficit "supercommittee" assigned to come up with at least $1.2 trillion in deficit savings as part of last summer's budget-and-debt pact that avoided a first-ever U.S. default on its obligations. The panel deadlocked and left Washington to grapple with bruising across-the-board spending cuts that kick in next January.

Obama's plan predicts deficit savings of more than $4 trillion over a decade, mixing $1 trillion already banked through last summer's clampdown on agency operating budgets with $1.5 trillion in higher tax revenues reaped from an overhaul of the tax code. It also claims savings from reduced war costs and takes just a nip at federal health care programs even as it promises $476 billion for road and other surface transportation programs over six years, a significant increase.

It's already received a chilly reception from Republicans who say Obama isn't doing enough to tame the deficit or curb the rapid growth of benefit programs like Medicare.

The budget will also call for a "Buffett Rule" named after billionaire Warren Buffett that would guarantee that households making more than $1 million a year pay at least 30 percent of their income in taxes.

    You watch this guy over 3 yrs now and just have to shake your head and wonder how delusional he can get. He's the poster child for narcissism. (the definition of narcissism is excessively pre occupied with issues of personal adequacy, power, prestige, vanity). This truly describes this man perfectly) Of course he's prodded on by polls that show he can beat any of the Republicans currently opposing him, and that gives his slacker supporters hope they can most certainly live off the government for the next 4 yrs if this guy is reelected and they're right. I only have one friend who'd vote for this guy, and he left the US to move to Mexico because of the corruption in politics in America. Yes, that's right, moved to Mexico because of corruption in America????? That pretty much says it all. You can only hope and pray there are still enough intelligent Americans who will vote this guy out in November, otherwise, you can kiss this country and what it's stood for since inception goodbye!

    The only people that will vote for Obama are the slackers with something to gain from the Government assistance programs. Problem is, the amount of people dependent on that assistance now numbers over 50% when you figure in government workers, those whose job depends on the government, welfare, unemployment, and irresponsible homeowners who got in over their head with below water mortgages. Sad state of affairs!

    The White House has made it a common practice to email the citizens asking them to support the White House point of view and to let their Congressmen know that.     You "worthless do nothings" in Congress just don't seem to understand the budget process. The President submits a budget to Congress. The House gets first whack at it, then the Senate. Differences are done in committees to settle them, then final votes by by chambers. Each chamber can give the President his requested amount for each department and other requests, they can give more, give lees or none. Once Congress approve, sent to President for signature. Or one or both chambers can doing nothing except play spin the bottle and "do nothing" as they have been.

    It's all about "me, PAC monies and wealth from my contractor investments." Nothing else matters. Not the country or the people. Only I care.

    How do you "claim savings" from war costs? He makes it sound like a revenue stream to justify more spending.
    If he wants to generate more revenue; how about focusing on half of the country that doesn't pay any federal income tax. I don't mind paying taxes; however, I think we should all contribute to "our country". I don't like a president that picks and chooses who should contribute.

    "Obama's plan predicts deficit savings of more than $4 trillion over a decade" -- if Pres. Obama, Axelrod, or Carney even use the word 'savings' in regards to the budget or our debt they should be impeached or resign.

    Imagine a CEO of a business going into his boardroom and stating that their budget will lose $1.3 TRILLION this year, but that it 'saves' $4 Trillion over TEN YEARS. They would be fired immediately. We need FISCAL RESPONSIBILITY or the USA will be ruined by our own DEBT.

    DC budgets area joke. I would not let these people manage the money in my grandkids piggy banks. they truly are clueless. We need a balanced budget and start with grounding airforce one and cutting as many benefits as possible for congress. Maybe the congress should get merit pay which would save a fortune.
