COLUMBUS, Ohio (AP) -- A northern Ohio congressman is objecting to Gov. John Kasich's proposal to use Ohio Turnpike bonds to raise about $1.5 billion for state highway projects.
U.S. Rep. Tim Ryan urged members of the House Finance Committee In written testimony Tuesday to reconsider Kasich's plan before a vote Wednesday. Ryan, a Youngstown Democrat, questioned the prudence of increasing Ohio's debt load for highway improvements and also worried that tolls may increase.
Ryan, a potential 2014 challenger to Kasich, echoed sentiments of some Statehouse Democrats who are opposing elements of the turnpike proposal, including the lack of a guarantee most of the money will be spent in northern Ohio.
The administration says it will deliver on the Republican governor's promises, but placing precise spending targets in the law would limit flexibility.
