WASHINGTON, Sept 30 (Reuters) - U.S. House ofRepresentatives Republicans, in a bid to break the logjam overan emergency spending bill, are expected to seek the creation ofa bipartisan negotiating panel with the Senate, according to asenior Republican aide.
But it was not clear whether Senate Democrats would acceptthe offer. Furthermore, such a panel could not meet before amidnight ET (0400 GMT) government shutdown deadline, almostcertainly assuring that agencies will have to curtail operationson Tuesday.
