Yes, Twitter isn't working right now, and, yes, Twitter is working to fix it. Confirming disruption reports on Down Right Now, Twitter has acknowledged an outage that began in the 10 o'clock hour Eastern time on its Status Page blog and is doubling down on a fix: "Some users may be experiencing issues accessing Twitter. Our engineers are currently working to resolve the issue," reads the notice. Twitter's API status update page also shows service disruptions for many functions:

So that's a lot of things going wrong, and while Twitter hasn't yet offered a specific reason for the disruption, that breakdown above makes it look like a server-capacity issue.
