Microsoft's (MSFT) latest operating system isn't arresting the slowdown in PC sales, according to Nomura Securities. It cut its Q4 unit forecast based on data from Asian PC makers. It now sees a 7% decline, from a previous forecast of a flat quarter. But the analyst sees opportunity for growth in tablets running the Windows 8 OS. Earlier this week, Microsoft said Windows 8 license sales in its first month were ahead of the Windows 7 rollout. Shares rose 1.03% to 27.36.
