Police Chief Tom Chapman stands in The Plaza in Arcata, Calif. Fed up with the proliferation of large-scale indoor marijuana growing operations in residential neighborhoods, some city leaders ares asking voters to endorse a tax on electricity intended to force growers out of town. Chapman says neighbors of grow houses are increasingly calling police to complain about grow houses, which are ruining the neighborliness of neighborhoods.

Currently there are 18 states in the U.S. that allow for the cultivation and distribution of medicinal marijuana to approved patients with prescriptions from their doctors. On Nov. 6, Colorado and Washington passed measures to extend the legislation to permit recreational use of marijuana.
