Mark Wagner is an American collage artist who creates art with chopped-up dollar bills. His work is collected by dozens of institutions, including the Museum of Modern Art, The Walker Art Center, the Library of Congress and the Smithsonian Institution.

The first question people ask when they see Wagner's work is, "Does this constitute illegal destruction of currency?” He told Yahoo Finance that he’s not sure, but it has not been an issue for him. He went on to tell us about a piece that was exhibited in the Federal Reserve Gallery, "Give Me Liberty or Give Me Death." It is a 17-by-6-foot homage to the Statue of Liberty, made of 81,895 pieces cut from 1,121 U.S. dollar bills.
