FILE - In this Monday, July 27, 1998 file photo, Vincent Sombrotto, president of the National Association of Letter Carriers, holding plaque, reacts after receiving the plaque honoring him for his support of the hotel and restaurant union employees who were on strike at the Frontier Hotel and Casino, during the Nastional Association of Letter Carriers convention, in Las Vegas.
