Money market mutual funds are coming face-to-face with regulatory changes stemming from the 2008 credit crisis as well as the Securities and Exchange Commission’s concern that these types of cashlike investment vehicles may contribute to market instability in times of stress. As these changes get fully implemented by mid-October—they were approved back in 2014—some say investors could begin looking for other ways to manage their cash needs, and turn to ETFs instead.

With the growing popularity of ETFs, and investors increasingly pouring money into them, it’s not surprise that there are 69 active ETFs covering the U.S. government debt market. While there are some familiar large names, like the iShares TIPS ETF (TIPS), iShares 1-3 Year Treasury Bond ETF (SHY), and the iShares 7-10 Year Treasury Bond ETF (IEF), it’s rare for fixed income ETFs to have more than $1 billion in assets under management, notes Ihor Dusaniwsky, head of research for S3 Partners. Just one ETF has short interest over $1 billion, the iShares Short Treasury Bond ETF (SHV), and Dusaniwsky writes that short sellers are clustered around the long end of the curve.
