Incensed on the heels of Turkey's debt downgrade, Turkish government officials have launched the idea of buying troubled Deutsche Bank (DB), whose shares are down 49% this year. Deutsche stock fell to a record low Tuesday. President Angela Merkel's government is reportedly planning an emergency bailout plan, though Christine Lagarde, managing director of the International Monetary Fund, said on CNBC that she doesn't think that's is necessary just yet, The Guardian reports.

A fresh Turkish bond issue Monday still attracted investors, even after Moody's Investors Service downgraded Turkey's credit rating late Friday into non-investment grade "junk" status. Because S&P Global had already downgraded Turkey to junk over the summer, marred by the coup-attempt in July, local currency Turkish bonds were already scheduled to slip out of the benchmark investment-grade emerging market bond index.
