He's executed more high ranking officials in the last five years than his dad and grandpa did in the previous fifty. They knew the best way to stay in power was to earn loyalty through job security for their bureau cheifs and generals. Maybe a little reeducation camp for serious offenders, but executions of high ranking officials in the past was extremely rare. Most would return to their previous posts after a slap on the wrist.
