    How about this? For every ten dollars that a tax payer pays to the government, they get a one hour work voucher. Then everyone on welfare, or unemployment, gets sent to a job pool location, where they are separated by thier skills. Carpenter, babysitter, gardener etc. Then the tax payer calls up the job pool, and has the person they need sent out to do the job. For every hour of labor, they get a one hour voucher. They then turn this voucher in for ten dollars pay. Believe me there is plenty of work out there in every household. This would give the worker ten dollars an hour pay. More than current minimum wage. The first ten thousand dollars would be tax exempt, or whatever is determined to be poverty level income. This should be cost neutral, as the government is already funding welfare and unemployment. It gives those receiving the money a feeling of self worth, as they earned the money. If you do not show up, providing you are capable of working, you get nothing. The tax payer also gets something for paying taxes.
