State Judge Rosemarie Aquilina slows down process after ruling that the bankruptcy is unconstitutional and that she believes the case should be heard in state court. Prosecutors charged Michael Madison, a registered sex offender, with murder and other felony charges after the discovery of three female bodies wrapped in garbage bags in an impoverished Cleveland suburb. East Cleveland Mayor Gary Norton said that Madison, 35, was charged with three counts each of aggravated murder and kidnapping. The tug of war over whether Detroit legally could file for municipal bankruptcy continues this week, as the city seeks an initial hearing in U.S. federal court to put challenges to the filing in Michigan court on hold.
