The U.S. government gave American Internet providers addresses linked to suspected Chinese hackers earlier this year as part of a previously undisclosed effort aimed at blocking cyber spying, current and former U.S. officials said. The U.S. government is posting a budget surplus, the latest sign of rapidly improving public finances that could reduce the urgency in Congress to strike a deal to raise the nation's limit on borrowing. The US Treasury says rising tax revenues, public spending cuts and big payments to the Treasury from state-backed mortgage firms helped the government take in $117 billion more than it paid out. A federal judge has made a tentative ruling that would let the U.S. government pursue its $5 billion civil lawsuit accusing Standard & Poor's of defrauding investors by inflating credit ratings prior to the financial crisis.
