Egypt's interim president has given the prime minister the power to grant the military the right to arrest civilians after a weekend of violence between supporters of the country's deposed leader and security forces. Omar Masoud, who is serving a life term in prison for the 1993 murder of a young Israeli lawyer, is up for release. Masoud, along with dozens of other long-term Palestinian prisoners, are being considered for release as part of U.S. Secretary of State John Kerry's attempt to restart Israeli-Palestinian talks after five years of diplomatic paralysis. Dozens of people were killed when riot police fired on protesters supporting deposed Egyptian President Mohammed Morsi in Cairo.
