The Senate voted to move-toward-approving Fred Hochberg for a second-term as president of the U.S.-Export-Import Bank,which has to stop conducting --business next-week unless Hochberg is confirmed. U.S. housing starts and permits for future home construction unexpectedly fell in June, further evidence of a sharp slowdown in economic activity in the second quarter. The Internal Revenue Service said it was cancelling an agency shutdown that had been scheduled for Monday and required by federal budget cuts.
