Putting On A Happy Face—By Law

Two cities in the Philippines have mandated that municipal employees must smile at all times or risk fines, suspension and even losing their jobs. The key question here is not whether the smile-as-if-your-job-depended-on-it dictum will work—the Philippines seems to be the kind of country where it is never a good idea to say no to the government—but whether forced grinning will spread beyond that nation’s borders. This, of course, would require months, perhaps years, of training at taxpayer’s expense, a policy sure to get the hackles up of those obsessed with government waste.
