Rating Action: Moody's assigns Aa2 to Columbia, SC's IPRBs, outlook stableGlobal Credit Research - 19 Apr 2021New York, April 19, 2021 -- Moody's Investors Service has assigned a Aa2 rating to the City of Columbia, South Carolina's $54.9 million Installment Purchase Revenue Bonds (City of Columbia Project), Taxable Series 2021. Moody's maintains a Aa1 rating on the city's outstanding general obligation unlimited tax debt. The Series 2021 installment purchase revenue bonds (IPRBs) are the city's only Moody's-rated IPRBs. The outlook is stable.RATINGS RATIONALEThe Aa2 rating on the city's installment purchase revenue bonds is one notch below the city's Aa1 general obligation unlimited tax rating. The Aa2 reflects the risk of annual non-appropriation, which is somewhat mitigated by the more essential nature of a bulk of the financed assets. Multiple projects will be financed with the Series 2021 IPRBs, but a majority of the proceeds will be used to finance the purchase and improvement of a building that will serve as a primary municipal complex for the city. The municipal complex, which will house several essential city departments, is also pledged in the event of non-appropriation.RATING OUTLOOKThe stable outlook reflects the expectation that the city's financial position will remain in line with the rating category over the next 12-18 months due, in part, to the city's strong economic base and prudent financial management.FACTORS THAT COULD LEAD TO AN UPGRADE OF THE RATING- Upgrade of the city's general obligation unlimited tax ratingFACTORS THAT COULD LEAD TO A DOWNGRADE OF THE RATING- Downgrade of the city's general obligation unlimited tax ratingLEGAL SECURITYThe IPRBs are ultimately backed by the city's pledge to annually appropriate funds for their repayment. The annual installment payments will cause an undivided interest in the 2021 Facilities, equal to that percentage of the total debt service, to transfer to the city. In the event of non-appropriation, the 2021 Facilities will be partitioned between the issuer and city based upon their respective percentages of undivided interest. The 2021 Facilities consist of the municipal complex, an approximately 200,000 square foot building located at 1401 Main Street in downtown Columbia that will house various city departments.The IPRBs can be repaid from all legally available funds, including ad valorem taxes, subject to annual appropriation.USE OF PROCEEDSThe Series 2021 IPRBs will finance multiple projects that include purchasing and improving a new 200,000 square foot municipal complex, purchasing and outfitting multiple smaller properties to house various city operations, and several other smaller projects. The municipal complex is estimated to use approximately two-thirds of the IPRB proceeds. The complex will consolidate four existing municipal office buildings, and it will house numerous core city functions that include IT, customer service, human resources, community development, budgeting, business licenses, and planning and zoning, among others. Four of the building's 12 floors will continue being leased to third party tenants that include numerous state agencies and Dominion Energy.PROFILEThe City of Columbia is South Carolina's capital and home to the University of South Carolina's flagship campus. The city provides routine municipal services like public safety, parks and recreation, public works, planning, economic development, and several other general governmental services.
