New York, August 17, 2020 -- Moody's Investors Service has assigned a Aa2 rating on $90.365 million of State of Iowa IJOBS Program Special Obligation Refunding Bonds, Series 2020A. The bonds are expected to price the week of August 24 and close September 24. The outlook is stable.

RATINGS RATIONALE

The Aa2 rating reflects the moral obligation pledge of the state to cure any deficiencies in the debt service reserve fund in addition to the primary pledge of gaming revenues and secondary pledge of beer and liquor revenues. The rating also reflects the strong commitment of the governor and general assembly to the IJOBS economic development program.

We regard the coronavirus outbreak as a social risk under our ESG framework, given the substantial implications for public health and safety. The coronavirus crisis is not a key driver for this rating action. We do not see any material immediate credit risks for the state of Iowa. However, the situation surrounding coronavirus is rapidly evolving and the longer term impact will depend on both the severity and duration of the crisis. If our view of the credit quality of the state of Iowa changes, we will update the rating and/or outlook at that time.

RATING OUTLOOK

The outlook of the state is stable, reflecting a fairly diverse economy, strong governance practices that ensure adequate management of revenues, and a relatively low debt and pension burden.

LEGAL SECURITY

The bonds are backed by a moral obligation pledge of the state of Iowa. The state has identified two revenue sources to provide repayment for the bonds, the gaming tax revenues and beer and liquor revenues. However, in the case of a shortfall of these two sources, the state treasurer is required, by current statute, to certify to the governor by January 1 the amount needed to replenish any draws on the MADS-funded debt service reserve fund. According to the statute, the governor may submit a budget request for such amount and if appropriated by the legislature such amounts will be deposited for the replenishment of the debt service reserve fund. This moral obligation to provide available state funds along with the support for the bonding bill in this debt-averse state is a strong indication of the state's willingness to support the IJOBS program.

The state imposes taxes on adjusted gross receipts from gambling revenues at riverboat and racetrack casinos, which offer slot machines, table games, and other gambling games. The bonds are secured by the first $55 million of gaming tax revenues that are collected by the state at its various riverboat and racetrack casinos and at horse and dog racetrack facilities. The availability of sufficient gaming revenues is governed by an interdepartmental agreement among the state treasurer, the director of the Department of Management, and the gaming administrator. The treasurer is required to certify quarterly that sufficient amounts of gaming revenues are available for repayment of the bonds; if gaming revenues fall short, the liquor administrator is required to allocate future beer and liquor revenues to the IJOBS Bond Fund as needed.

Total gaming revenues provide ample coverage of the $55 million allocation: they totaled $292.4 million in fiscal 2019, comprising wagering taxes from riverboats (72%), wagering taxes from racetracks (28%), and admissions and daily license revenues (0.01%). Total state gaming revenues had been relatively steady since fiscal 2016 but declined an estimated $60 million in fiscal 2020 as the coronavirus pandemic led to casino shutdowns late in the fiscal year.

USE OF PROCEEDS

The Series 2020A bonds are being issued to refund Series 2010A bonds for net present value savings. The refunded bonds were issued as part of the IJOBS program to make infrastructure improvement throughout the state focusing on flood recovery and prevention projects.

Iowa has a population of 3.2 million and is located in the midwest region of the United States. Real gross domestic product was $174 billion in 2019. Per capita personal income is 93% of the US average.
