Rating Action: Moody's affirms A1 to Palm Beach (County of) FL Airport Enterprise Revenue Bonds; outlook is stableGlobal Credit Research - 26 Feb 2021New York, February 26, 2021 -- Moody's Investors Service has affirmed the A1 rating on Palm Beach (County of) FL Airport Enterprise's approximately $63 million revenue refunding bonds. The outlook is stable.RATINGS RATIONALEThe A1 rating affirmation reflects PBI's ability to mitigate financial losses caused by severe traffic disruption brought upon by the Covid-19 pandemic, through the use of federal stimulus funding, deferral of nonessential capital improvement plans to preserve liquidity, modifying sources of funds for high priority projects and lowering operating expenses. The department has received a total of $45 million in federal stimulus funding, which will offset non-airline revenue loss and serves as the key driver for the minimal increase in airline rates. PBI's rating further reflects the airport's diverse revenue source and relatively low leverage and strong DSCR of 4.36x as of Fiscal 2019.PBI's largely domestic passenger profile will lead to traffic recovery that outpaces US airports broadly given the airport's stable origin and destination (O&D) base in an affluent service area with a diversified economy. Post Covid-19, the airport will likely continue to benefit from its historical credit strengths, which include a very diverse carrier mix, which includes signatory airlines like Delta, American Airlines and United, strong liquidity measured at over 875 days cash on hand in fiscal 2019 and low adjusted debt per O&D enplanement levels slightly above $30 in fiscal 2019.RATING OUTLOOKThe stable outlook reflects PBI's sufficient liquidity to manage through the expected 2021 passenger volume decline, and is likely to resume growth once the coronavirus outbreak is contained.FACTORS THAT COULD LEAD TO AN UPGRADE OF THE RATING- Given the competitive environment in South Florida and the smaller size of PBI's enplanement throughput relative to the other two South Florida hub airports, sustained growth that leads to a stronger competitive position.FACTORS THAT COULD LEAD TO A DOWNGRADE OF THE RATING- If it appears likely that the coronavirus outbreak has a more sustained detrimental impact on traffic levels, either because of sustained travel restrictions or potential airline operational changes- Enplanement levels consistently below 2.5 million- Debt service coverage levels consistently fall below 1.75x on a net revenue basis- Liquidity falls below 300 days cash on hand on a sustained basisLEGAL SECURITYThe revenue bonds are secured by a pledge on net revenues of the Palm Beach County Airport System. The rate covenant is 1.25 times the aggregate debt service for the current fiscal year after funding of reserve accounts (debt service, operating and maintenance (O&M), and renewal and replacement (R&R) fund reserves) and other charges payable out of revenues. Notably, there are no restrictions in the current indenture concerning the issuance of subordinate lien debt. Subordinated indebtedness may be issued only to provide funds for purposes related to the airport system.The debt service reserve account is a sinking fund provision that is required to hold a balance equal to the maximum annual debt service for all outstanding bonds. The bonds are additionally secured by an O&M reserve (1/6 of budgeted operating expenditures), a R&R reserve for the amount budgeted in the department's current annual budget and a capital outlay fund. The debt service reserve fund is sized at maximum annual debt service that is currently fulfilled by a surety from National Public Finance Guarantee Corp (Baa2 Negative).PROFILEPalm Beach County owns the Palm Beach International Airport and three general aviation airports, Palm Beach County Park Airport in Lantana, Palm Beach County Glades Airport in Pahokee and North County General Aviation Airport in Palm Beach Gardens, all operated by the Palm Beach County Department of Airports. PBI started operations in the current terminal building in October 1988 and the airport is located 3.5 miles west of Palm Beach and approximately 20 miles from Boca Raton.
