- Russia's Agriculture Ministry is proposing a new national doctrine for food security. Officials propose trying to boost consumption levels and to reduce Russia's dependence on imported seeds, vaccines and agricultural machinery, the daily reports.

- The Labour Ministry has proposed making it a crime for employers to sack employees who are nearing retirement age, as the government seeks to reduce the impact of its proposed pension reform.
